Sizing:
Circumference: 16 -17" Head circumference
Height: 11.5 ( from top of head to bottom of skirt)
Materials required:
Worsted Yarn - Navy 200 yds, Black 120 yds and medium blue embroidery floss
I used here Sugar & Cream( cotton) and Plymouth Super Wash
24" circular knitting needle in sizes US 3 & 5 or size required to obtain gauge - 4.5 stitches =1"
Embroidery floss
